A local authority alliance in the East of England is looking for building construction partners for a framework contract that could be worth up to £500m.

The Smarte East Alliance Framework, which was set up in 2008, comprises Essex, Hertfordshire and Suffolk County Councils.

The incumbent contractors on the framework are: Ashe Õ¥Ö­¼§; Borras Õ¥Ö­¼§; Grehans Õ¥Ö­¼§; Lakehouse Õ¥Ö­¼§; Rok; May Gurney; Willmott Dixon.

The new four-year framework will cover the East of England and London area and will be divided into three lots:

  • Lot 1: £100,000 to £499,999;
  • Lot 2: £500 000 to £2,499,999;
  • Lot 3: £500 000 and above.

It is expected there will be four contractors in each lot, though firms may bid for positions on more than one lot.

The total value of the Smarte East construction framework is estimated at between £200m and £500m.

The work is likely to be a mix of new build or refurbishment. Historically approximately 90 % has been in the education sector. Other areas could include: library, day-care, nursery care, fire, ambulance & police, training establishments, leisure, social care, elderly homes, specialist facilities, waste, transport depots and buildings, farms, recycling facilities, offices, residential, housing, and commercial buildings.

Most of the construction projects procured and managed through the framework are likely to be in Essex, Hertfordshire and Suffolk, however the Smarte East framework is available to any public procurement body in the East of England and London.

Smarte East will expect its Building Õ¥Ö­¼§ Partners to agree to partnering principles, including: early design and constructor involvement, understanding cost, target cost setting, open book accounting, shared problem solving, and a strong commitment to continuous improvement.
