Neath Port Talbot County Borough Council is inviting bids for a 14.5 year contract to construct and operate care homes, worth up to £200m.Â
The appointed partner would:
- Take over the running of the council’s care homes, including approximately 313 staff (184 FTEs) who will be transferred under TUPE regulations.
- Design, build, finance and then operate four new homes on different sites across the borough which, between them, will accommodate approximately 180 older people.
The scheduled start date is August 2011, with the first new home being opened in December 2012, and subsequent homes from March 2013 onwards.
The contract also includes development of approximately 30 social housing units for older people in the Upper Afan Valley.Â
The council believes that the social housing / extra care element of the scheme is only likely to be affordable if supported by housing grant from the Welsh Assembly Government. As a result, it suggests that bidders who are not RSLs should partner with a provider of this element.
The three RSLs who are eligible to receive grant in the area covered by the contract are: Coastal Housing, Linc-Cymru Housing, Gwalia Housing Group.
The deadline for expressions of interest is 5 January.
