The contractors competing to construct the 14-storey office building are BAM Õ¥Ö¼§, Carillion Building and Kier Regional.
Developer for the project is Argent, in joint venture with the Greater Manchester Property Venture Fund.
The 273,000 sq ft building, designed by Glenn Howells Architects, will incorporate office floorplates of up to 22,500 sq ft.
Development manager James Nicholson said that work on site could start before the end of the year.
He added:  "We have no doubt that this will be an iconic and inspiring addition to the stunning buildings, which are already a part of Manchester’s civic quarter."
