The development is for Extra Motorway Services Group and is between junctions 9 and 10 on the M25 near to Effingham and Downside on a site previously known as New Barn Farm.
Birse started work in April on a separate £19m highways contract to build ramp structures and slip roads.
A third contract for the filling station is being tendered separately.
The 4306 sq m services will provide the usual retail and food outlets and parking, as well as a 75-bedroom hotel. The facilities are scheduled to open during the summer of 2012.
It will be only the third service station on the 117-mile orbital motorway
BAM construction director Bob Sanders said: “This is a major transport development in a significant location. Extra chief executive Andrew Long said: “Extra is investing approximately £77m in the overall project and we are very pleased to now see this come to fruition. We look forward to the summer 2012 opening date.”
Devereux Architects is lead designer for the development with Sawyer and Fisher acting as quantity surveyors. BAM Design is designing the hotel. BAM Services Engineering is providing structural engineering and mechanical and electrical services to parts of the project.
BAM has appointed Antony Nagle as its construction manager. Mr Nagle led the team that recently delivered the new wing for the Ashmolean Museum in Oxfordshire.
