They will be the first new council houses in the town for 30 years.
The work is split into two sections. The first section is for 29 houses on open brownfield land called Dungman’s Tack and includes all associated access roads, external works and services.
The second section is for 16 houses the site of the former Wirren House residential care home, which is to be demolished as part of the project.
A boiler house will also be constructed on the Dungman’s Tack site to provide a district heating system to all 45 houses. The district heating will be supplied by a biomass boiler with an appropriate back-up which will be the subject of a separately procured contract.
