The BPR 222 crane was 27 years old. The HSE investigation found that the slewing ring bolts failed, allowing the entire top part of the crane - jib, slew turret, counterjib and counterweights - to fall to the ground. Crane operator Jonathan Cloake, 37, was killed, and so was 23-year-old Michael Alexa who was working on his car in a nearby street when the crane landed on him.
The inquest can only now go ahead after the Crown Prosecution Service (CPS) said they would not bring manslaughter charges against either the contractor Barratt Developments or crane owner Falcon Crane Hire.
The inquest at Westminster Coroner's Court is expected to last four days.
