British Land, which owns the city’s Drake Circus shopping centre, is planning new bus and coach stations and a new leisure development.
The developer is planning a transformation of the old Bretonside bus station and construction of 'Drake Circus Leisure'. This would include a 12-screen cinema complex, 13 restaurants and parking for more than 400 cars.
As part of the proposals a new multi-million pound coach hub is envisaged on the site of the soon-to-be-demolished Mayflower West car park, in the city's West End.
City councillor Tudor Evans said: "This is a company with a proven record of delivering in Plymouth and for Plymouth and while it is early days, this looks an incredibly exciting prospect."
Councillor Mark Coker, cabinet member for transport added: "Visitors and passengers who come to Plymouth need a good impression from the moment they disembark. This new bus hub will help us achieve this."
Also in the pipeline is Plymouth's History Centre, a £24m project to refurbish the existing museum.
