Change at the top of URS

3 Oct 12 Consulting engineer URS has promoted Tom Bishop to executive chairman of its international operations, based in London.

He succeeds Hugh Blackwood, senior vice president of URS’ international business, who retires at the end of the year.

John Horgan, a member of URS’ international operations board, has been promoted to managing director of the international business.

Jerome Munro-Lafon remains managing director of the company’s UK and Ireland operations.

URS is a publicly-owned US firm that took over the UK consultant Scott Wilson Group in 2010. Tom Bishop was previously a corporate vice president of URS and has been based in London since the takeover, managing the integration of Scott Wilson.

He has been with URS since 1986, when it acquired the company he worked for them. He began his career as a design engineer with the US Navy in its nuclear submarine programme, and later became a director with the US Nuclear Regulatory Commission.

John Horgan has held a number of senior roles at URS, and played a key role in developing the company’s international growth strategy. He has held MD-level positions in UK companies for more than three decades. John began his career at the design-build contractor IDC Ltd. He later joinedpetrochemical engineers Humphreys & Glasgow where he developed software for structural analysis, and was involved in the design of the top-side of Cormorant North Oil Platform. He joined consulting engineering Cameron Taylor, a URS legacy company, in 1979 becoming joint senior partner shortly thereafter and, in 1995, managing director.
