Central Chelmsford Development Agency (CCDA), Â a subsidiary of the Genesis Housing Association, is looking for a main contractor to build more than 200 homes, including a 65-bed extra care unit, opposite Chelmsford railway station.
The scheme also includes highway works and provision of an energy centre.
CCDA is expecting bids in the region of £35m to £43.5m and is aiming for completion by March 2013.
The site has a history of false starts. It was previously owned by another developer that in 2003 was granted planning permission for 700 new homes, together with offices and shops, but the scheme was never built. The site was bought by CCDA in 2007 and is currently empty and surrounded by hoardings. It includes three historic buildings – the Anne Knight building on Duke Street, a former Quaker Meeting House; The Frederick Chancellor Building on Victoria Road South and the adjacent Law Building.
The development scheme has been designed by Pollard Thomas Edwards Architects.
