Six bidders competed for the contract, whose award was weighted 50% on price and 50% on quality.
The contract is one of 12 across Scotland under a National Housing Trust Initiative to procure completed homes for affordable, intermediate rents in some local authority areas across Scotland. The Scottish Futures Trust (SFT) is acting as central purchasing body for 12 participating local authorities in Scotland. The intention is that SFT, the relevant area local authority and the appointed developers will enter into a separate framework for each local authority area.
Completed units that meet the authority's requirements will be bought by a special purpose vehicle (SPV) created by SFT, the local authority and the developer. Property management and maintenance services will be delivered by the developer or a nominated and approved sub-contractor.
Each developer will deliver these services in respect of their own completed houses for five to 10 year period. The units will be sold by the SPV after no more than 10 years and the proceeds applied as agreed between the parties.
