About €200m (£168m) will be invested in the project, which will widen the 6km section to four tracks. It will involve upgrades to structures including bridges.
"It is important that the line is being expanded in a timely manner in order to create additional capacity for freight transport, but also for long-distance and local transport," said DB Netz CEO Oliver Kraft.
The planning decision on the project is expected this summer.
