The permit allows the wheel to remain and operate at the waterfront to the end of October 2016. The observation wheel will be 40m tall and have 30 heated gondolas that each carry eight passengers. The permit holder and operator, United International Leisure, aims at 3,000 to 4,000 customers on peak days.
Over the planning and negotiations, the location of the wheel was moved about 50m to the east from its original site, because the city wants to reserve space on the Market Square side of the waterfront for other activities.
