Dave Hooper (pictured) takes charge of the rail team, replacing Mike Cocks who is retiring after 23 years with the firm. Hooper joins Osborne from London Underground Ltd where he was a programme delivery manager for the Metropolitan Line upgrade, a £1bn sub programme of the Sub Service Routes Upgrade Programme and introduced the first air conditioned passenger train on London Underground in August. Prior to that he was MD with Serco and led the UK non-passenger rail business. He has also worked for First Group, Network Rail, Railtrack and British Rail during his 20 years in the rail industry.
Keith Taylor has joined as managing director of Osborne’s Homes & Õ¥Ö¼§ Sector, responsible for projects in homes, airports, commercial property, education and healthcare, a portfolio worth £150m a year.
Taylor joined Osborne on 16 August from Mansell, where he was southeast region managing director. A chartered surveyor, his experience includes new build, fit out and refurbishment projects, both on a design and build or traditional basis, across all construction sectors including social housing, education, commercial and healthcare. Partnering has been a particular focus and he has specialised in contracts under long-term framework and collaborative relationships, with clients such as Mapeley Estates, Surrey County Council and East and West Sussex County Council under the IESE framework.
