Outline plans for the 6ha east London site include up to 1,800 apartments across eight tower blocks, 20,000m2 of commercial space and a new school.
The Grade II listed Pennington Street Warehouse will be at the heart of the development, which has been designed by Patel Taylor and Richard Griffiths Architects.
Work on phase one of the development, which will include 70 affordable homes in Times House and a new civic square, is due to start in spring 2014.
Full approval is subject to a Section 106 planning gain deal with Tower Hamlets Council
