The £5.5m project comprises a two-storey building with a large basement for storage.
It will be built on the site of the old Brierley Crystal building on Tipton Road, next to the Black Country Living Museum.
Client Dudley Council said that GF Tomlinson had submitted “the most competitive and strongest quality proposal for the works”.
Work on the new centre starts this month and is expected to be completed in summer 2013, when it will open to the public.
Council leader Les Jones said: “The appointment of a contractor with such a solid track record is a key milestone in the delivery of the archives centre. ե֭ on the site will begin shortly and we look forward to opening the new centre next summer, which will help us to preserve our local history and heritage.”
